Not only is the city of Chicago in an uproar, so are Black Lives Matter activists around the world. Officials had to release graphic dashcam video of 17-year-old Laquan McDonald getting shot 16 times while he was already down — and it took 13 months for any action to take place.
As of now, Officer Van Dyke had been ordered held without bail, and according to The Chicago Tribune, the case marks the first time a Chicago police officer has been charged with first-degree murder for an on-duty fatality in nearly 35 years. Van Dyke faces a minimum of 20 years in prison if convicted of first-degree murder.

A cop should not shoot to kill. I think that is more the issue. If they are gonna shoot…they should aim to disarm not kill !!!
In this case … 1st and 2nd degree murder will be hard to prove when it comes to intent. But manslaughter should not be.
